Educational Incentive: An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree OR 5% for completion of a graduate degree that is not required to work in the classification. Bilingual Incentive: Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill. Proficiency levels by exam are $.69 per hour (Level I); $1.00 per hour (Level II); or $1.32 per hour (Level III). Professional License: Incumbents may also be eligible for a professional license incentive of 5% depending upon classification and certification of skill. Annual Leave Accrual: 208 hours per year, increasing to 288 hours after 5 years (10,400 hours) of service. Annual Leave Redemption: The ability to "cash in" or redeem up to 100 hours of annual leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, §1207) Deferred Compensation: Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Health Plans: Full-time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: R egular full-time employees receive an allowance not to exceed $905 per biweekly pay period depending on Medical Tier Plan. Effective plan year 2025, not to exceed $983 per biweekly pay period depending on Medical Tier Plan. Flexible Spending Accounts: Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses. Pension Plan: Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS. Holidays: 12 paid days per year which includes a scheduled floating holiday. The PUBLIC WORKS AGENCY, Water and Sanitation Department is responsible for providing high-quality water supply to meet the community's needs in the Ventura County Waterworks District; and collects, treats and disposes of wastewater safely and efficiently. Its Integrated Waste Management Division (IWMD) plays an important role in our environment, reducing solid waste, preventing pollution, and promoting the sustainable management of waste materials primarily in unincorporated communities. The Division's responsibilities include, but are not limited to, management, coordination, and implementation of programs for the state-mandated AB 939 Diversion Goal Attainment for the Unincorporated Area of the County, Regional AB 939 programs, SB 1383 Organic Waste programs, Integrated Waste Management Plan, Solid Waste Ordinance Administration, agreements with landfills, Unincorporated Area Source Reduction and Recycling Element, Household Hazardous Waste Element, Pollution Prevention Center, residential and commercial hauler agreements for the unincorporated area of the County, Countywide Recycling Market Development Zone, state-designated role as Ventura County's AB 939 Local Task Force, bioenergy/bioindustry policy initiatives, community beautification, Unincorporated Area Green Business Program, Environmentally Preferred Purchasing Program, management of closed landfill sites, and other special projects. The PWA Manager is responsible for planning, organizing, and directing the activities of the Integrated Waste Management Division. Under direction, the PWA Manager will develop and administer a comprehensive program with emphasis on residential and commercial solid waste collection, recycling, and reduction; plans, organizes, and directs the activities and work of the Integrated Waste Management. This includes supervising a broad range of employees; represents the Agency in matters relating to divisional responsibilities; and performs related duties as assigned. Distinguishing Characteristics: The Public Works Manager II differs from the Public Works Manager III in that the latter classification manages a major division within the Public Works Agency. The Public Works Manager III differs from the Deputy Director-Public Works in that the latter classification is responsible for a larger budget and managing engineers. It differs from Public Works Manager II in that incumbents are more totally accountable for a significant part of departmental operations, such as an entire division, and may supervise a broader range of employees, including management, professional, technical, maintenance, and/or clerical positions. Public Works Manager IIs are generally responsible for the direction of technical program activities of an independent work unit or specialized area and do not generally exercise the decision-making accountability characteristics of a Public Works Manager III. APPROXIMATE SALARIES: PWA Manager II: $4 ,340.34 - $6,077.07/ biweekly PWA Manager III: $ 4,807.57 - $6,731.26 /biweekly PWA Manager II, III are Management classifications and are not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level. Examples Of Duties Duties for PWA Manager II may include, but are not limited to, the following: Manages a major department or agency program, project, or a section's daily activities including planning, organizing, and managing the programmatic, administrative, and operational activities within designated areas of responsibility; monitors and evaluates work in progress to ensure compliance with goals and policies. Participates in the identification and allocation of resources (fiscal, staffing, and materials) and contributes to the problem-solving, decision making, and planning activities of the Agency. Directs, supervises, and participates in the development and administration of budgets; coordinating and directing the forecasting of funds needed; researches and analyzes funding resources and availability; may develop and write proposals for grant applications; administers grants; and prepares documentation for reimbursement of federal and state funds. Negotiates and administers solid waste collection and hauling permits within the County. Reviews and approves annual rate adjustments. Represents the Department with organizations, local communities, special interest groups, businesses, customers, and the public using principles of good customer service. Assists with or supervises, hires, trains, counsels and evaluates assigned staff; recommends or imposes management or disciplinary action. Participates in the development and implementation of goals, objectives, policies, and priorities for assigned areas; recommend, within departmental policy, appropriate service, and staffing levels; provides technical advice and assistance to internal and external customers. Prepares or directs the preparation of related studies, correspondence, presentations, and reports. Sets up, maintains, and utilizes databases and other specialized public works automated systems. Researches, analyzes, and interprets information and data necessary to manage projects and implement requirements. Conducts analyses and develops plans associated with projects. May visit sites and perform field review of facilities and infrastructure and direct repairs after disasters and emergencies. May investigate complaints from the public to resolve issues and concerns. Performs related duties as assigned. Duties for PWA Manager II I may include, but are not limited to, the following: Responsible for all activities of the division while identifying and allocating divisional resources (fiscal, staffing, and materials). Coordinates activities with other divisions, departments, state, federal and local agencies, property owners, or developers. Directs the preparation and administration of annual budgets; identifies needs and makes or approves purchases for necessary supplies, materials, and rentals to accomplish divisional assignments. Negotiates and administers solid waste collection and hauling permits within the County. Reviews and approves annual rate adjustments. Takes the lead role in coordinating activities between other County departments and public agencies related to landfill closure and environmental compliance. Develops and implements goals, objectives, policies, and priorities for assigned division. Directs the compilation, analysis, and/or interpretation of data necessary to manage division. Acts as project manager and manages projects from initial design to completion, including preparing standards and budget; determining feasibility; assessing environmental impact; negotiating with consultants; administering contracts; ensuring federal, state, and county standards and requirements are met; and approving completed project. Directs and supervises the preparation of reports, specialized studies and contract documents. Supervises, hires, trains, counsels, and evaluates technical, professional, management, and clerical staff; recommends and imposes disciplinary action. Reviews and recommends division or departmental policies on technical standards and specifications. Supervises and directs the negotiations and preparation of joint powers agreements with other agencies; conducts negotiations with developers, contractors, consultants, and other service or product providers. Evaluates existing or proposed legislation as to its operational or financial effects on the solid and household hazardous waste, recycling, and compliance with state mandated diversion goals. May visit sites and perform field reviews or investigations of landfills, hauler facilities, and MURFS; direct repairs subsequent to natural and man-made disasters on closed County landfills and divisional facilities. Represents the division or Agency before commissions, organizations, local communities, special interest groups, businesses, customers, and the general public using principles of good customer service. Performs other duties as assigned. Typical Qualifications Education/Experience: Progressively (II) to extensive progressively (III) responsible experience related to the specific assignment and education which has led to the acquisition of the required knowledge, skills and abilities. An example of qualifying education and experience includes: PWA Manager II: A ny combination of education and experience comparable to possession of a Bachelor's degree in geology, hydrogeology, biology, environmental science, natural science, civil or environmental engineering , or a related discipline and four (4) years of related experience, including at least two years of direct supervisory experience. PWA Manager III: A ny combination of education and experience comparable to possession of a Bachelor's degree in geology, hydrogeology, biology, environmental science, natural science, civil or environmental engineering , or a related discipline and two (2) years managing a Public Works section at a level equivalent to a Public Works Manager II. NECESSARY SPECIAL REQUIREMENTS: Strong communication skills, both written and verbal. Skills must be demonstrated in the completion of the employment application and supplemental questionnaire; Knowledge of Integrated Waste Management Programs; Some experience with State Mandated AB 939 and SB 1383 Bills; Some experience managing franchise hauler agreements; Some supervision experience; Must possess and maintain a valid California driver license; Ability to walk on rough or uneven surfaces; and withstand exposure to dust, noise, chemicals, gas, fumes, heights, and inclement weather or hazardous conditions requiring moderate to heavy physical activities. DESIRED: Effective, demonstrated experience with public speaking and public contact; Intermediate proficiency with MS Office programs including Word, Excel, and Access; Bachelor's degree in business, public administration, or closely related field; Some experience with budget preparation and monitoring; Some Solid Waste Recycling Market Development experience; Some experience with continuous process improvement and implementing change; Ability to present before elected officials, state regulatory agencies and other inter-governmental entities. Knowledge, Skills, and Abilities: Thorough knowledge of: the principles, practices, and modern methods and techniques of integrated waste management; project and contract management techniques; modern methods and techniques used in managing solid waste and recycling collection agreements and franchise hauler agreements; applicable state, federal and local laws, regulations, ordinances, such as, AB939 and SB 1383, etc., related to integrated waste management; the principles and practices of administration, supervision, and training. Working (II) to considerable (III) ability to: apply appropriate technical knowledge to the planning, designing, constructing, operating, maintaining, and administration of applicable public works facilities, programs, and projects; manage projects including designing, planning, monitoring, and approving work; prepare and monitor budgets and/or grants; identify needs and assignments and exercise judgment in carrying them out; plan, research, design, and perform environmental, waste management studies and reports; communicate clearly and concisely, orally and in writing; presentations to regulatory, governmental and/or elected officials, other government agencies, the public; prepare complex reports and make recommendations; manage, analyze, and interpret data; plan, organize, train, motivate, evaluate, and supervise the work of subordinates and consultants; work with diverse stakeholders to identify and achieve mutual goals; maintain cooperative working relationships with federal, state and local officials, and the general public.
